CALL TO ORDER

 

The Board of Trustees of the Town of Deer Trail met in regular session on Tuesday, July 6, 2010 at the Town Hall, 555 Second Avenue, Deer Trail, Colorado.  Mayor Pro Tem Robert Hardwick called the meeting to order at 7:01 p.m.

APPROVAL OF AGENDA

 

TRUSTEE MONNAHAN MOVED, TRUSTEE BEHRENS SECONDED to approve the agenda.  The motion carried.

 

APPROVAL OF THE MINUTES

 

TRUSTEE MERGL MOVED, TRUSTEE PISEL SECONDED to approve the June 1, 2010 regular meeting minutes.  The motion carried.

 

PUBLIC COMMENTS

REPORTS

 

Water & Sewer

The Town’s wells pumped 2,987,000 gallons of water in June, 2010.

 

APPROVAL AND PAYMENT OF BILLS

 

MAYOR PRO TEM HARDWICK MOVED, TRUSTEE BEHRENS SECONDED to approve the payment of the bills.  Voting was as follows:

                YES:                       Behrens, Hardwick, Jeffrey, Mergl, Monnahan, Pisel

                NO:                         None

                ABSTAIN:            None

                ABSENT:               Fields

The Mayor Pro Tem declared the motion carried.

 

 

UNFINISHED BUSINESS

 

Arapahoe County Open Space Grant

Discussion was held about the specifications for the Spirit of the Prairie Park Trail removal and replacement project.

 

TRUSTEE HARDWICK MOVED, TRUSTEE PISEL SECONDED that four-inch thick concrete be poured over the existing asphalt trail with the following specifications:  six-sack cement; saw cuts at every ten feet; ½ fiber; rebar at every cold joint; and contractor required to have at least $1 million liability insurance.  Voting was as follows:

                ABSTAIN:            None

The Mayor Pro Tem declared the motion carried.         

 

Bids will be taken in July, with Board review at the Tuesday, August 3 regular meeting.

 

Ordinance No. 247 – Regulating Medical Marijuana

 

TRUSTEE PISEL MOVED, TRUSTEE MONNAHAN SECONDED to adopt Ordinance No. 247 extending the moratorium pertaining to medical marijuana that was adopted February 2, 2010 to December 31, 2010.  Voting was as follows:

                YES:                        Jeffrey, Mergl, Monnahan, Pisel, Behrens, Hardwick

                NO:                         None

                ABSTAIN:            None

                ABSENT:               Fields

The Mayor Pro Tem declared the motion carried.

 

National Flood Insurance Program

The Federal Emergency Management Agency determined that the Town of Deer Trail has no Special Flood Hazard areas within Town limits.  The Town does not need to update an ordinance in order for residents to be eligible to purchase flood insurance.  No action was taken.

 

NEW BUSINESS

 

Building Permit Application – 690 Fourth Avenue

 

TRUSTEE HARDWICK MOVED, TRUSTEE MERGL SECONDED to approve the building permit application submitted by Victor Behrens for a two-car garage at 690 Fourth Avenue.  Voting was as follows:

                YES:                        Mergl, Monnahan, Pisel, Behrens, Hardwick, Jeffrey

                NO:                         None

                ABSTAIN:            None

                ABSENT:               Fields

The Mayor Pro Tem declared the motion carried.

               

TRUSTEES’ COMMENTS

 

Trustee Monnahan reported that a tree is hanging over the water gap fence at the wastewater lagoon property and would like it removed by the Town’s maintenance man.

 

Monnahan said that resident Jim Rector offered his services to mow the weeds on the 15-feet easement of a neighbor’s property with Town equipment.  The Town Clerk said that the resident would not be covered by the Town’s insurance.  The maintenance man will mow the easement.

 

Trustee Pisel said resident Linda Conway asked about mosquito spraying at her property which is on a dead end road.

 

Pisel asked if anything could be done about bindweed in Town.

 

Trustee Mergl asked about street paving this year.  No paving will be done, though Arapahoe County will survey streets for next year’s paving.

 

Trustee Monnahan reported on a trailer that had been dismantled in the alley between Second Avenue and the Jockey Club Grounds.
