Regular Meeting

CALL TO ORDER

The Board of Trustees of the Town of Deer Trail met in regular session on Tuesday, September 7, 2010 at the Town Hall, 555 Second Avenue, Deer Trail, Colorado.  Mayor Frank Fields called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA

TRUSTEE BEHRENS MOVED, TRUSTEE MONNAHAN SECONDED to approve the agenda.  The motion carried.

APPROVAL OF THE MINUTES

TRUSTEE MONNAHAN MOVED, TRUSTEE JEFFREY SECONDED to approve the August 3, 2010 regular meeting minutes.  The motion carried.

PUBLIC COMMENTS

No comments were offered.

REPORTS

Water & Sewer

The Town’s wells pumped 3,033,000 gallons of water in August, 2010.

APPROVAL AND PAYMENT OF BILLS

MAYOR FIELDS MOVED, TRUSTEE BEHRENS SECONDED to approve the payment of the bills.  Voting was as follows:

                YES:                       Behrens, Fields, Hardwick, Jeffrey, Mergl, Monnahan, Pisel

                NO:                         None

                ABSTAIN:            None

                ABSENT:               None

The Mayor declared the motion carried.

UNFINISHED BUSINESS

Arapahoe County Open Space Grant

Two bids for the Spirit of the Prairie Park Trail removal and replacement project were reviewed. 

TRUSTEE BEHRENS MOVED, TRUSTEE PISEL SECONDED to approve the bid submitted by Kunkel Construction Inc. for Schedule 1 mill in place and compact asphalt on the trail for $4,974 and Schedule 2 placement of concrete 2,080 feet long and six feet wide and four inches thick for $26,959.  Voting was as follows:

                YES:                        Fields, Hardwick, Jeffrey, Mergl, Monnahan, Pisel, Behrens

                NO:                         None

                ABSTAIN:            None

                ABSENT:               None

The Mayor declared the motion carried.         

NEW BUSINESS

Building Permit – 368 Third Avenue

MAYOR FIELDS MOVED, TRUSTEE BEHRENS SECONDED to approve the Building Permit Application for  Rob Hardwick for a foundation at 368 Third Avenue.  Voting was as follows:

                YES:                        Jeffrey, Mergl, Monnahan, Pisel, Behrens, Fields

                NO:                         None

                ABSTAIN:            Hardwick

                ABSENT:               None

The Mayor declared the motion carried.

2009 Audit

MAYOR FIELDS MOVED, TRUSTEE MERGL SECONDED to approve the 2009 audit.  Voting was as follows:

                YES:                        Jeffrey, Mergl, Monnahan, Pisel, Behrens, Fields, Hardwick

                NO:                         None

                ABSTAIN:            None

                ABSENT:               None

The Mayor declared the motion carried.

TRUSTEES’ COMMENTS

The Town will not charge for water used for dust control for the weekly youth gymkhanas held at the rodeo grounds.

Trustee Pisel asked if the Town will host a fall Town Clean-Up Day.  It will be discussed at the October 5 meeting.

At the October meeting, the Town Board will consider an ordinance prohibiting medical marijuana.

Trustee Monnahan thanked Mayor Fields for making sure Fir Street was graded and mosquitoes were sprayed at the rodeo grounds before last month’s rodeo.
